That is because the Python 3 version of calibre failed to build on two architectures (arm64, mipsel), so calibre in testing still uses Python 2, so some packages which dropped Python 2 support (like pyqt5webengine) cannot migrate to testing. I think on February 16th calibre will be auto-removed from testing, and after that all those packages will be able to migrate. In the worst case, they will be removed for a short time but then will migrate anyway (but now that we have some activity on this bug, I don't think that will be the case for pyqt5webengine). -- Dmitry Shachnev
