The binary packages built from the ceph source package were recently removed 
from mipsel, because the new version of ceph runs out of address space during 
the build. Your package build-depends on librbd-dev and depends on librbd1 
which are built from the ceph source package. So fio is now uninstallable and 
unbuildable on mipsel.

The librbd-dev build-dependency is arch-qualified as linux-any, which suggests 
building with rbd support is optional. If possible please build your package 
without rbd support on mipsel (if this is not possible then you will probablly 
need to request removal of the fio packages on mipsel).

It would not, I missed a sentence in policy which clearly states that I
may not mix with and without exclamation mark in one build depend as I
was told on IRC.

So I'd go with excluding mipsel and any other non linux arch.

However I learned that librbd-dev builds on mipsel again which is
confirmed by rmadison:

% rmadison librbd-dev | grep mipsel

librbd-dev | 10.2.11-2              | oldstable               | amd64,
arm64, armel, armhf, i386, mips, mips64el, mipsel, ppc64el, s390x

librbd-dev | 12.2.11+dfsg1-2.1+b1   | stable                  | amd64,
