Hi,
I am not sure whether this is the failure of unclutter-startup or
debconf, so please reassign if necessary.
unclutter-startup cannot --configure properly and always terminates with
post-installation script subprocess returned error exit status 10
The postinstall script is indeed trivial and it somehow hangs in the
debconf code:

This is fixed in the just uploaded 8-23, but I forgot the "Closes:" in
the changelog. I just added that retroactively, but I still need to
close this bug report manually.
Here's the full changelog entry as it will appear with the next (8-24)
upload:
unclutter (8-23) experimental; urgency=low
* Move debian/unclutter.{config,template} to unclutter-startup, too.
+ Update debian/po/{POTFILES.in,templates.pot} accordingly.
+ Closes: #942481
