Bug#936764: jhbuild: Python2 removal in sid/bullseye

jhbuild master now works with Python 3. There are likely still bugs as
the test coverage isn't that good.

./autogen.sh --with-python=python3

The python-pygraphviz dep can be dropped, I can't find any usage of it
in the code base.
