Hi,
your package depends on libmysqlclient12 which has been removed from the
archive. Please rebuild your package, so that the current
libmysqlclient15off dependency is picked up. Your build dep
libmysqlclient-dev is provided by libmysqlclient15-dev so this could be
used without change or you could upgrade your build-dep directly to the
current libmysqlclient15-dev.

This package happens to be binNMUable, so since it does build-depend on
libmysqlclient-dev, I've scheduled rebuilds across all official
architectures to get htcheck built against libmysqlclient15off. Fixed
packages should be available in unstable in a day or two, with no further
action required from the maintainer.
