Even ignoring the issue of static linking (it is customary for -dev packages to depend on *all* other -dev packages they need symbols from for static linking), of the 78 header files provided by xaw3dg-dev, 69 of them need headers from at least one other X -dev package. That makes it a policy violation, because xaw3dg-dev does not depend on packages that it "requires for operation".
