On the contrary, version 0.6.2-1 of twinkle, which you've filed this bug
against, does *not* depend on libccgnu2-1.3.so.2; it depends on
libccgnu2-1.3.so.1, which is found in libcommoncpp2-1.3c2a, which is a
dependency of twinkle 0.6.2-1 (and which your bug report lists that you have
installed).
The 0.7-1 version of twinkle in unstable, which *does* link against
libccgnu2-1.3.so.2, also depends on libcommoncpp2-1.3-2 which provides it.
So I'm quite sure there's no bug in the Debian packages here. If you
disagree, please provide correct information about the packages installed in
your environment, because twinkle_0.6.2-1_i386 is clearly not it.
