Thank you for the report! Fedora uses the following patch to fix the build with libpcap 1.9.0, it seems fine to me and indeed fixes the FTBFS: https://src.fedoraproject.org/rpms/perl-Net-Pcap/raw/master/f/Net-Pcap-0.18-Fix-build-with-libpcap-1.9.0.patch
