First, to be clear, as rust packages are built as static, in the current state, it means that ripgrep would be working in Buster without any issue. It would (only) cause issues on derivative when rebuilding some of the dependencies of the tree (I know this is an RC bug).

So, kpcyrd and myself have two options:

* upload encoding-rs+grep+grep-searcher+ignore to remove the dependency on simd.

This is a trivial changes in the four packages (just disabling the option which, afaik, wasn't used anyway).

This is ready for upload. ripgrep doesn't regress and the testsuite is green.

* write a dummy patch in encoding to get ride of the dependency and keep the feature presented.

This is ongoing work and should be ready tomorrow. It would require only one upload.

What do you think would be acceptable?
