I'm not the maintainer but here's some further information.

That is already reported as a bug in PyICU:
https://github.com/ovalhub/pyicu/issues/92

It appears the removal of icu-config is due to it being deprecated upstream, 
and not
working with Debian's multi-arch system. So its disappearance is not an 
accident.
