The salt master service in /lib/systemd/system/salt-master.service is configured as following: [Service] User=salt Group=salt CacheDirectory=salt/master RuntimeDirectory=salt StateDirectory=salt/pki/master Which means that systemd should take care to correctly set the permission in /var/cache/salt/master, /run/salt, and /var/lib/salt/pki/master. This might be a systemd bug.
