Actually we wanted to get rid of OpenJDK 8 in Buster. It is still officially supported upstream, at least until 2020, maybe even longer. However security support for two runtimes is time consuming and there is no appetite from the security team for that. However I think they can be persuaded to accept that OpenJDK 8 is only used at build time as long as the applications work with OpenJDK 11 at runtime. You could also declare certain packages as unsupported at runtime because they are only used for development purposes.
