Because this package now installs to /usr/include/X11, a Pre-Depends: on
x11-common (>= 1:7.0) is also needed to ensure /usr/include/X11 is a
directory, not a symlink, at the time of unpack.

Why would this be? shlibs file changes are for ABI changes; I don't see any
ABI change here that would affect anything, since /usr/X11R6/lib is still
listed in /etc/ld.so.conf?
