This patch looks fairly reasonable to me, since it addresses the missing settings file that I noticed, and since I was trying to use pgsql as my database server (and I assume it was originally tested with mysql, hence why the problem went unnoticed until now). I won't be able to test it on the machine that originally failed until next week some time, though.
