There's a conflict in your build-dependencies. You build-depend on
apache-dev and libdb4.2-dev. apache-dev pulls in libdb4.3-dev, and
libdb4.3-dev and libdb4.2-dev conflict with each other, so the
build-dependencies cannot be fulfiled.
BTW, exactly the same bug (just with db4.1/db4.2) was filed pretty much
2 years ago and fixed in an NMU. It would be nice if you'd start
