Hello, why do remove the testsuite? I think it would make more sense to investigate the error and either remove the package from s390 or fix the underlying error. Right now users might experience that problem on this architecture (and possibly others) without noticing. Testuits are there for a reason.
I am neither RM nor a user of S390, so I will not reopen.
