Unfortunately Debian has decided to remove shutter from next stable
release (Debian 10, Buster)
completely. Please check out the news page about such decision:

The reason was that shutter was using some extremely outdated perl
libraries with no security
support. We have already informed upstream about such decision months
ago when the removal
took place. Once shutter has migrated away from outdated perl
dependencies, developers in Debian
would be delighted to reintroduce shutter again later.

As a result, you will not be able to install shutter directly without
some degree of hacking (which
is still extremely discouraged since those dependency used are really
unmaintained). You are
recommended to migrate to some new screenshot tools with better
upstream support.

You are welcomed to contact us later when shutter has migrated away
from gnome2-perl library.
