Hi,

I noticed that the link failure does not happen when not using --release with 
cargo.
Playing a bit with cargo's dev and release profile (
https://sources.debian.org/src/cargo/0.30.0-1/src/cargo/core/profiles.rs/#L469
), I noticed that the incremental feature is one of differences and that
this makes the tests build when enabled.

So far, I couldn't say if it's linked to the reason why it's failing
without or if it just helps, workaround'ing an issue that happens in
non-incremental build.

Anyway, at this point, only tests linking fails and I would think that
it's acceptable to workaround this part with CARGO_INCREMENTAL=1 on powerpc
arches which I did on a Merge Request here :

I tested this successfully on ppc64el, ppc64 (still ongoing on my very
slow powerpc hardware).
