Update 2: elpy-promise-wait-should-return-early-for-resolved-promise
fails 30% to 40% of the time in an schroot with Python 3.6.7rc1 as
/usr/bin/python3.  I changed the symlink to point to
/usr/bin/python3.7 (Python 3.7.1rc1) and this test passed 100% of the
time.  I ran the test 50 times.

I believe python3.6/3.6.7~rc1-1 is at fault (released Thu, 27 Sep 2018
11:51:25 +0200), because this test passes with 3.6.6-4 (from Sat, 01
Sep 2018 03:05:25 +0200).  This is the thing that changed in sid
(after Sept 4th) leading to the failure of
elpy-promise-wait-should-return-early-for-resolved-promise.

I'm contacting #debian-python about how to proceed.
