I don't think this is right. 1. 8.x to 9.x saw a big jump in whole front end architecture and code. So it cannot be generalized. 2. Currently backports only releases are not an option, until that is possible, it is not a good idea to block testing migration. 3. Rules are made for us, not the other way around.
