I am filing this bug against the texinfo Debian package due to the

Here you have to note the difference between "invariant sections" and
"Invariant Sections".

Mathematically it would be:
  "invariant sections" = "Invariant Sections" + "Cover Text"

Now there are no "Invariant Sections" in the texinfo/info manuals, but
"Cover Texts", which make the documents as they are not distributable in
the *main* part of Debian.

Two resolve this problem we have several options:
- you relicense the documentation in dual GPL/GFDL form (but you told me
  that RMS forbids this for GNU documents)
- you remove the requirement on the Cover text
- we have to split texinfo documentation out of the Debian package and
  provide the documentation in an extra package texinfo-doc which *only*
  can go into the non-free section.

Please inform me how we can continue here. My personal preference would
be one of the first two, as it would not require a new package, but I
will follow your decision.
