Package: jq

Justification: renders package unusable

Hello,

The jq program is currently unusable:

```
$ jq
jq: error while loading shared libraries: libonig.so.2: cannot open shared 
object file: No such file or directory
```

The recent libonig update (Thu, 06 Sep 2018) mentions "Refresh symbols
file" in the changelog - maybe this has something to do with it?
