The latest version of ncsd opens a socket in /var/run/.nscd_socket, however it appears the glibc libraries are looking for it in /var/run/nscd/socket. After making a symlink from /var/run/nscd/socket to /var/run/.nscd_socket, an strace on 'ls -l' shows nscd being used. I also note that an strace on 'getent passwd' doesn't seem to use nscd, while 'getent passwd <user>' does.
