The /usr/share/doc/<package>/changelog.Debian.gz file must be the changelog for the current version of <package>, and you can't ensure that with a symlink if the dependency is weakened -- so you need to make /usr/share/doc/plplot-doc its own directory and ship copies of the changelog and copyright files.
