Sigh. I have, indeed, completely missed the mark on that port. After meddling with dh_auto_install -- PYTHON=python3, I have finally figured out a port is impossible without first porting bzrlib, which is currently python2 only (#883146). So I have reverted the py3 port for now and reopened the original bug, and made it dependent on that other bug. Thanks!
