I don't think this is a bug but an insufficient setup. Also note that topmenu-gtk is discontinued upstream and can be replaced by a MATE applet from src:vala-panel-appmenu.

You need to load the according GTK module (e.g. via a file like the below in /etc/x11/Xsession.d/, taken from ubuntu-mate-default-settings in Ubuntu MATE 16.04):

When using mate-applet-appmenu (from vala-panel-appmenu) from Debian testing, you need to load the appmenu-gtk-module instead.
