Not all of the build-dependencies of the missing packages (rust-derive, rust-serde-derive) are in Debian yet so we didn't upload them yet. Some of those are in NEw, some of those also have their own build-dependencies not yet in Debian. For context, there's about 200 rust packages in the backlog currently, 89 are in Debian and 29 are in NEW.
