Unfortunately, I don't think this is not the proper fix. README should be generated as far as I see, but the call done by the OP (dpkg-buildpackage -A) somehow triggered a build process without generating README. So the proper fix is to see why this happened (a normal build *does* generated the README file, even now). I have started debugging this, but due to time constraints gave up for the moment.
