Control: tags -1 + unreproducible moreinfo

It should have been built by the starpu package itself. If it didn't, it
means the OpenCL environment couldn't be found. We'd need the configure
log and config.log to have an idea why.

I have just tried with

pdebuild -- --basetgz /var/cache/pbuilder/base-buster.tgz --debbuildopts -B

without seeing any issue. Is your autobuilder chroot really clean?
Perhaps we need some Build-Conflicts on OpenCL stuff.

That's for another reason: 

/usr/lib/qt5/bin/uic: error while loading shared libraries: libQt5Core.so.5: 
cannot open shared object file: No such file or directory

which looks like an issue on the builder, not in the starpu package.

Upstream dropped the texinfo build indeed.
