The package libmariadb-dev has had the correct breaks/replaces for
over a year now. Since
https://salsa.debian.org/mariadb-team/mariadb-connector-c/commit/c53120f7d4755291a0ec47a7c466e44794bcc3ad
to be exact (uploaded as 2.3.0-2)

There was a faulty libmariadb-dev_10.2.7-1 upload in between by
somebody else, but I do not take any responsibility of that and there
are no traces of that mistake anywhere in Debian, so this issue can be
closed.
