Followup-For: Bug #901041 Control: found -1 1.7.1+dfsg1-4 You fixed the wrong problem. The Breaks+Replaces may still be needed, but the underlying problem is not fixed - both libviennacl-dev and libviennacl-doc ship these files:
usr/share/doc/libviennacl-dev/README.gz usr/share/doc/libviennacl-dev/changelog.gz This is most likely caused by a behavioral change in dh_installdocs in debhelper compat level 11. (Due to upload+testing timing I saw the buster->sid failure before the sid+sid failure). Andreas
