They are, technically, but in practice they are used together in most cases. And it makes sense to make it easy to follow both and to have a point of contact to join maintainers of both packages. Also we have multiple uploaders for each package, so it makes sense to not put back an individual maintainer in the Maintainer field. If we don't want a mailing list, we only have two alternatives team+buildd-tools@tracker or (sbuild|schroot)@packages.debian.org. The former is better handled right now (the latter will generate duplicate emails). Uploaders are free to subscribe either to the team or to the individual package depending on what they want (even through the team you can tweak your package subscription).
