   * What led up to the situation?

..I first had edb installed "Ok" (AFAIK) with emacs24, 
but edb blocks installs of/upgrades to emacs25.

   * What exactly did you do (or not do) that was effective

.."dpkg -P edb ;date ;aptitude -t experimental upgrade
devuan-keyring  ;date", upon which aptitude reported devuan-keyring a
being ok at the latest version and finished setting up emacs25, truly a
"duh!" moment. :o) 

    (or ineffective)?

..I could write volumes, e.g. ditching Debian for Devuan... ;oD

..systemd is _not_ the culprit here, unless it had the emacs people
drop supporting Debian over the banana republic politics that brough us
systemd... and Trump.
