The problem seems to be timezone related:
$ export TZ="/usr/share/zoneinfo/Etc/GMT+0"
$ dpkg-buildpackage -b
<successful build>
$ export TZ="/usr/share/zoneinfo/Etc/GMT+9"
$ dpkg-buildpackage -b
...

Expected: "2018-03-11 00:55:33 -0900"
Actual: "2018-03-11 09:55:33 +0000"
The test expects the current time in current timezone,
but what it actually gets is the current time in UTC.
