Using:
Build-Depends: libstdc++-dev

builds OK, but I found the info pointing out that a default real package
should be set to get a conssitent environment on buildds.

So I've set it to Build-Depends: libstdc++-8-dev || libstdc++-dev

which should keep working for a while, and also allow the 8->9
transition in due course.

This will go in next upload. WHich is waiting on fiding out what's up
with https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=887323
(exception tests failing on i386)
