Hi!
The daemon's init script has the following line:
    apm_available || exit 0
which makes it always silently fail, as apm_available contains:

The comment is untrue:
[/tmp/linux-4.15.4/debian]$ sgrep APM
./config/i386/config:CONFIG_APM=m
./config/armhf/config:CONFIG_APM_EMULATION=y

but regardless whether APM still works or not, the daemon will not.
