The file pjlib/src/pj/sock_linux_kernel.c is licensed as both
BSD-4-clause and GPL-2+. Not dual-licensed, but separately declared.

Great!  that means this is not a bug after all: The code is free as 
source - only code _compiled_ with both licenses is effectively 
unlicensed.
