No, I agree there is no bug here.

You might consider explicitly mention above clarification in 
debian/copyright, since evidently I am not alone in (wrongly!) stumbling 
on that confusing really-a-license-but-obsolete.  But I fully understand 
if you feel that is superfluous (especially since I notice that you did 
not find it relevant to use machine-readable copyright file format).
