Mailing list suggests this is fixed in 3.0.31-2:

Note that the conflict was installing libregexp-pattern-license-perl 3.0.31-1 with licensecheck 3.0.30-1. Installation of licensecheck 3.0.31-1 was unaffected and libregexp-pattern-license-perl 3.0.31-1 could then be installed with "apt-get install -f". A longer transcript:

The problem is the installation order, which is likely fixed in 3.0.31-2 (with a Breaks:?).
