thanks a lot for your bug report. Please have a look at Doc/sam/README. In this file the license of libframe and libXg is clearly mentioned. This license is already added to the debian/copyright of the package.
As you are right that some copyright holders are missing and need to be added, I am not closing this bug. Unfortunately the package is orphaned, so maybe you want to take care of it?
