I'm a bit confused by this bug report, because it seems to be captured
correctly by debian/copyright to me:

0 dkg@alice:~/src/pgpy/pgpy$ head -n3 gentoo/pgpy-0.4.0.ebuild
# Copyright 2014 Michael Greene
# Distributed under the terms of the BSD 3-Clause License
# $HEADER: $
0 dkg@alice:~/src/pgpy/pgpy$ head -n7 debian/copyright
Format: https://www.debian.org/doc/packaging-manuals/copyright-format/1.0/
Upstream-Name: PGPy
Source: https://github.com/SecurityInnovation/PGPy

Files: *
Copyright: 2014-2016 Michael Greene, 2014-2016 Security Innovation, Inc
License: BSD-3-Clause
0 dkg@alice:~/src/pgpy/pgpy$

The package is back in NEW now, because of some errors in the test suite
that got it kicked from unstable, which upstream has now resolved (and
appear to be resolved to me, but then the buildd network might find
more, we'll see).
