db 5.3 fails to build in buster with

libtool:   error: 'libdb-5.3.la' is not a valid libtool archive

I first noticed this in Raspbian but it is also happening on the Debian 
reproducible builds testing so it doesn't seem to be raspbian specific.

Now it's building in reproducible in buster again, so whatever fixed it 
in unstable seems to have migrated.
