libgarcon-1-0-dev depends on libgarcon-1-dev.
libgarcon-1-0-dev can only be installed when both are installed.
libgarcon-1-dev breaks libgarcon-1-0-dev.
The two packages cannot be installed together.
The Breaks+Replaces in libgarcon-1-dev should be versioned (<< 0.6.1-1~)
to allow installing the transitional package.
