No, it's not a mistake: removals are done at the source package level
and build dependencies belong to the source package, not to the binary
package which introduces it.

To exclude a binary package it must be removed from source's control
file by a new upload. Since removal of claws-mail doesn't look like a
good idea this is probably what I'm going to do sooner or later, unless
any of the other alternatives already mentioned¹ do happen first.
