cmtk is now unbuildable in buster/sid because libdcmtk-dev now build-depends on libssl-dev.Simply changing the build-dependency back to libssl-dev resulted in a successful build in raspbian buster. I have not tested in Debian but have no reason to belive things would be any different there.
