8.1 Run-time shared libraries
The run-time shared library needs to be placed in a package called
librarynamesoversion, where soversion is the version number in the
soname of the shared library[40]. Alternatively, if it would be
confusing to directly append soversion to libraryname (e.g. because
libraryname itself ends in a number), you may use libraryname-soversion
and libraryname-soversion-dev instead.
This is holding up inclusion of SILC support in gaim.
Additionally, symbols have been added to the library over time, but
the soversion of the library is still 0.0.0. This is unacceptable in the
future, because usage of new library functions in a program requires
newer versions of the library.
The shlibs file should also be updated when a major or minor soversion changes.

These bugs have been fixed in NMUs. Since then, those packages got
removed. I'm closing these bugs properly now.
