ESpeakup is running as root, and everything is running as a user. I think the easiest solution here is to configure Pulse to run system-wide. I know there is an option in one of the Pulse configuration files to enable this, but I don't think Debian ships a startup script or systemd service file to use PulseAudio in system mode.
