Yes, I got fail by local "gbp buildpackage", too.
Previous -4 release is the same result. So it's not a regression of my patch.

I build this package well by git-pbuilder. (and of course it built well on 
debian's buildd)
I didn't confirm below commands one by one, but I guess it should be:

# below: if you didn't do this before
sudo apt install git-buildpackage pristine-tar cowbuilder 
git-pbuilder create
gbp clone --pristine-tar 
https://anonscm.debian.org/git/pkg-go/packages/packer.git
cd packer
# below: routine building work
git checkout fix_861282
gbp buildpackage --git-ignore-branch --git-pristine-tar --git-pbuilder 
--git-export-dir=../build-area
