recalls the kernel targets bzImage and modules.
This makes building of the official images mostly impossible.

This has always been the case. We do that so that people who
have tweaked to config or edited a file deep in the guts can get a
new image without having to clean and start from scratch.

No, the fact that kbuild depends on a misfeature of make that
is not fixed makes it mostly unusable.
This is not a kernel-package bug, nor is it the right place to
resolve this; make upstream and kbuild upstream are working on this.
