arch:all packages being buildable on only some architectures isn't considered a problem -- although no way to add metadata documenting this state is an issue. Your reasoning for filing testsuite failures with severity:serious is good: unlike "fails due to uninstallable B-Deps" it usually points to the package being actually broken on the arch in question. This is not the case for 3270font, though -- the font works correctly when built on amd64/armhf/... and copied to i386/hppa, and broken if built on i386/hppa and copied to a modern architecture. It's all fine if caught by the testsuite -- and unlike almost any font package, 3270font has one. Thus, I'm downgrading the severity. The real bug is #831425 in fontforge, but not many care about developing on i386/hppa, thus it's only severity:important.
